Added dated plan packet conventions and open/closed indexes.

Added .gitignore rules that keep .cache/ and generated local state out of version control.

Separated renderer/Pages integration into its own open plan.

No CLI, renderer dependency, GitHub workflow, or cross-repository change was introduced during the bootstrap.
